Manifesto 1.1 is the natural progression of Manifesto 1.0: a programme tested in public, challenged through debate and revised in response.

Reinvest food-tax receipts and reward healthier products.
Proposal 39 would establish a dedicated Healthy Food Fund using relevant supplementary food-tax receipts and create a financial incentive for manufacturers to improve their products. The fund would support point-of-sale subsidies, nutrition education, school food, public health, healthy cooking and improved food access in deprived communities. Products that genuinely improve their nutritional composition could qualify for reclassification under the traffic-light system.

The Evolution to Manifesto 1.1
When I published Manifesto 1.0, I invited people to read it, challenge it and help improve it. That invitation had to mean more than asking for agreement. It meant being prepared to listen when people questioned the assumptions, costs and practical delivery of a proposal.
Public scrutiny and citizen involvement have helped shape what comes next. Questions and objections have prompted reconsideration, and reconsideration has led to a substantive policy change.
We listened. We reconsidered. We changed policy.
Housing: where scrutiny changed the proposal
My original Proposal 09 called for one million new social homes over ten years. Through public scrutiny and debate, the feasibility of that all-social scale and its financing was challenged. I reconsidered the delivery model and withdrew the original pledge.
Manifesto 1.1 now proposes one million additional homes over ten years through mixed tenure. Social and affordable housing remain part of the programme, alongside shared ownership and other intermediate tenures, appropriate build-to-rent and private homes for sale.
The ambition to increase housing supply remains. The way we propose to deliver it has changed.
What that evolution means
- A revised policy, not a renamed promise: Councils, housing associations, partnerships and private builders come into one framework: public lending, targeted grants and conditional private-sector incentives, with the tenure mix shaped by local need. The former all-social cost assumptions have been retired and no replacement headline price has been invented.
- Scrutiny does not mean automatic agreement: Some comments lead to clarification, others identify questions requiring evidence, and some lead to policy change. The withdrawal concerns Proposal 09. Proposal 08, compulsory health insurance, has not been withdrawn; its objections remain recorded and it remains open to scrutiny.
- Keep the change visible: The original remains accessible as a historical record, so readers can see what was proposed, what was challenged, what changed and what still needs testing. Contributors’ words remain separate from my assessment.

Manifesto 1.1 has completed its forty-day public-release journey: thirty-nine proposals published across forty days, covering economic, social and institutional reform.
Thank you to everyone who read, questioned, challenged, shared or discussed these proposals. Your public comments, discussion posts, formal submissions, expert correspondence and private feedback helped test the ideas and, in some cases, changed the direction of the project.
Publication of a contribution does not imply that its author endorses Manifesto 1.1 as a whole. It records their participation in an open process of scrutiny, disagreement and improvement.
The completion of the release schedule does not mean that every policy is settled. Manifesto 1.1 remains an independent, evolving proposal—not a finished political programme and not a claim that every assumption is correct.
Both project websites will remain live as a public reference, historical record and continuing place for discussion. Evidence, challenges and contributions remain welcome. Where the case for change is established, future revisions will be recorded transparently rather than silently replacing what came before.
The release journey is complete. The work of scrutiny, discussion and improvement continues.
