Proposal 38 would use additional revenue from the food-taxation system to reduce the point-of-sale price of qualifying healthier foods. Priority products named in the source are fresh fruit, fresh vegetables, pulses, grains, nuts, seeds and poultry, alongside other foods meeting defined health criteria. The eligibility rules, subsidy levels, delivery mechanism and implementation timetable remain open for modelling and scrutiny.

Proposal 39 would establish a dedicated Healthy Food Fund using relevant supplementary food-tax receipts and create a financial incentive for manufacturers to improve their products. The fund would support point-of-sale subsidies, nutrition education, school food, public health, healthy cooking and improved food access in deprived communities. Products that genuinely improve their nutritional composition could qualify for reclassification under the traffic-light system.
