A Pragmatic Net Zero Policy
Slow and Restructure Net Zero
Current policy — Manifesto 1.1
Keep Net Zero as a long-term ambition, while taking a slower, pragmatic and technology-neutral approach to the transition.
Published Manifesto 1.1 policy. The sections below set out the proposal as published. Questions and challenges are open questions, not settled answers.
1. The principle behind the proposal
The route to decarbonisation matters as well as the destination. Manifesto 1.1 proposes a transition that takes account of what households can afford, the security of energy supplies and the readiness of the technologies needed to deliver it.
2. Five considerations at the heart of the policy
- Energy prices: the cost of energy must be considered alongside the ambition to decarbonise.
- Energy security: the transition must take account of the security of Britain’s energy supplies.
- Industrial competitiveness: the implications for British industry form part of the policy judgement.
- Technological readiness: the pace of change must take account of the technologies available to support it.
- Household affordability: what households can afford is an explicit consideration, not an afterthought.
3. The policy commitment
The ambition remains. The approach changes.
Manifesto 1.1 — the policy commitment
“Net Zero remains a long-term ambition. But we reject the idea that Britain should pursue decarbonisation regardless of: energy prices; energy security; industrial competitiveness; technological readiness; or household affordability. The transition will therefore be slower, pragmatic and technology-neutral.”
4. Retain the long-term ambition
The commitment does not abandon Net Zero as an ambition. It changes the proposed approach to pursuing it, placing the five stated considerations alongside decarbonisation.
5. Slow and restructure the transition
The master calls for a slower, pragmatic transition. It does not specify a replacement target year, interim milestones or which individual measures would change. Those details remain to be developed and scrutinised.
6. Take a technology-neutral approach
Technology-neutrality is an explicit part of the commitment. This section does not set a prescribed technology mix or a formula for choosing between technologies; technological readiness is one of its stated considerations.
7. Energy and public scrutiny
A wider programme. An open conversation.
This is the opening proposal in Part V — Energy. It is followed by separate commitments on:
- Nuclear power
- North Sea oil and gas
- A social energy tariff
- Abolition of domestic gas and electricity standing charges
Separate releases
Those related commitments will be explored in separate releases.
What this proposal does not claim
- No specific reduction in bills, public spending saving or emissions outcome is quantified in this section of the master. This release does not present any such outcome as guaranteed.
Questions for public scrutiny
Nothing in Manifesto 1.1 is presented as settled fact. These are open questions the proposal must be able to answer — they are not answered here.
- 01What timetable and interim milestones would make this approach credible, and how should its emissions consequences be assessed?
- 02How should affordability, energy security and industrial competitiveness be weighed alongside the costs and risks of a slower transition?
- 03What evidence should establish technological readiness, and how should progress and policy changes be reported publicly?
