An ordinary citizen, putting ideas forward
Manifesto 1.0 is an independently developed civic project by Jamie Foster, exploring alternative approaches to Britain's economic and social settlement. It is written by a member of the public who believes these questions are worth arguing about openly, and who does not claim any special authority over the answers.
The proposals here are contributions to a public debate. They are offered so that other people — including people who know a great deal more about any given subject — can pull them apart.
Statement of independence and purpose
Manifesto 1.0 — A New Settlement for Britain is an independently developed civic and policy project by Jamie Foster. It is not affiliated with a political party.
Its purpose is to publish proposals openly, invite scrutiny, encourage constructive debate and improve ideas through challenge.
Only policy content that has actually been published appears as Manifesto 1.0 policy. Proposals that have not yet been released are shown as “Coming Soon” rather than filled in with assumptions. Questions and challenges are presented as open questions, not answers.

- Independence
- Manifesto 1.0 is not the platform of a political party, campaign or organisation, and is not funded or directed by one.
- Openness to criticism
- Every proposal is published alongside the objections and uncertainties that count against it. Criticism is invited, not managed.
- Constructive debate
- The aim is a better argument about Britain's future, not a louder one. Disagreement expressed seriously is the most useful contribution.
- Released over 40 days
- Proposals are published individually, one per day, so each idea can be read and tested on its own terms.
- Proposals may evolve
- Where evidence or scrutiny shows a proposal is wrong or unworkable, it will be revised or withdrawn in later versions.
