Proposal 18 would require every young person to remain in education, approved training, employment, an apprenticeship or an 18–21 military route until age 21, with financial support or earnings attached to each route.

Proposal 19 would create a voluntary three-year Armed Forces route for young people from age 18, offering salary, pension contributions, accommodation/support, military training, technical qualifications and transferable civilian skills.

Proposal 20 would provide every 18–21-year-old participating in approved education or training with a government bursary, helping make continued learning and skills development financially viable.

Proposal 36 would establish a mandatory national Green, Amber and Red nutritional classification for qualifying food products sold in the United Kingdom. The system would help consumers compare products consistently, encourage manufacturers to improve nutritional quality and provide a transparent foundation for later proposals on food taxation, healthy-food subsidies and reformulation.

Proposal 37 would apply either a higher rate of VAT or a supplementary food tax to qualifying Red and, where appropriate, Amber foods under the national traffic-light system. Taxation would be calibrated according to nutritional characteristics, with the purpose of changing relative prices so healthier choices become more economically attractive. The final mechanism, rates, thresholds, exemptions and implementation timetable remain open for modelling and scrutiny.

Proposal 38 would use additional revenue from the food-taxation system to reduce the point-of-sale price of qualifying healthier foods. Priority products named in the source are fresh fruit, fresh vegetables, pulses, grains, nuts, seeds and poultry, alongside other foods meeting defined health criteria. The eligibility rules, subsidy levels, delivery mechanism and implementation timetable remain open for modelling and scrutiny.
